Publishing Settings vs Content
In short
Settings is the last rail tab. Manage site name, preview URL, custom domain, SEO defaults, analytics, publish state, and archive. Page-level metadata stays in Pages → Page settings.

Publish button

The Live / Not live control in the Settings header opens the same publish menu as the top toolbar. Status reflects whether published content is visible to the public.

Submit as template

Some sites can submit as template for the marketplace gallery — requires a live site and review. This is separate from day-to-day publishing; submission status appears on the Sites dashboard card when applicable.
